CHARGES FOR THE WORKING AT NIGHT AND ON THE HOLIDAYS DECLARED BY THE GOVERNMENT AND OUTSIDE THE WORKING HOURS ENUMERATED IN BYE-LAW NO.16

Notes :

(1) If cranes are ordered for night work, the charge for night work will be made whether the steamer works or not in accordance with Bye-Laws No. 28 of the KPT Bye-Laws.
(2) The above charges do not include hire for cranes which are chargeable under Table XI
(3) When goods, other than kerosene oil, petrol, naptha and similar articles or goods, required for use in the oil installations are landed at, or shipped from the oil pier, holiday fees will be charged as per ship wharves but recess hour fees will not be charged.
(4) At the discretion of the Board, Friday, Holiday or night work fee may be waived. (a) Where cargo is landed on these days from a damaged vessels,
OR (b) Where fresh fish, fruit, vegetables and articles of a perishable nature are landed or shipped.
(5) Vessels, bunkering with liquid fuel and not performing any other work are exempted from the payment of the fees prescribed in this Table.
(6) The stipulation that no work will be permitted during the midnight interval does not apply in the case of a vessel loading or discharging petroleum or liquid fuel in bulk.
(7) The Semi-Bulk Cargo comprises of cargo being handled under Incentive Scheme as contained in Compendium of Bye-Laws of the Karachi Dock Labour Board, as amended from time to time.
(8) No Friday fee will be charged to a vessel discharging passenger's baggage and lifestock.
(9) No Friday, night or holiday fees will be charged to a vessel working overside provided no Port Trust appliances/man-power are used.
(10) A vessel working on Friday by lighters and paying the Friday fee, will not be charged a further fee for working the lighters, but a night work fee will be levied for each berth used for working the lighters.
(11) If a vessel which has applied for permission to work during the recess hours and all arrangements have been made, and does not work, the fee should be charged.
(12) Bulk oil Steamers pumping continuously day and night, including Fridays and Holidays, at the Ship Wharves and the bulk oil pier are exempt from the payment of the Friday fees, but night work and holiday fees are leviable if the steamers work at night and on holidays.
(13) Six vacuvantors shall be equated as one hook and overtime charges shall be recoverable accordingly.

SCALE "B"

FOR WORKING AT OTHER BUNDERS EXCEPT AT BUNKER AND BABA ISLAND, THE WEST WHARF LIGHTERING PIERS
1. For Friday and Holiday work whole day Rs. 120.00
2. For Friday and Holiday work (Half Day) Rs. 60.00
3. For whole night or second half of the night Rs. 120.00

Note (1) : At the discretion of the Board, Friday, Holiday or night work fee may be waived:-

(a) Where cargo is landed on these days from a damaged vessel.
(b) For shipment of mats and dunnage for ships from the passenger pier.
(c) Where fresh fish, fruit, vegetables, and articles of a perishable nature are landed or shipped.

Note (2) : The above charges do not include hire for cranes which are chargeable under Table XI.

SCALE "C"

FOR WORKING OR CLEARING GOODS FROM EAST WHARVES, KEAMARI GROYNE CONTAINER COMPLEX, WEST WHARVES, JUNA BUNDER AND M.I. YARD STORAGE AREA
1. Charges for clearing of Goods:    
(a) Outside the working hours as enumerated in Bye-Law
No. 16 for each period except for recess periods
Rs. 377.00 per consignment
(b) At night, on Holidays or Fridays Rs. 566.00 Do.

Note (1) : Permission to work or clear goods from East Wharves, KGCC, West Wharves, M.I.Yard and Juna Bunder at night, on Holidays or Fridays and outside the working hours as enumerated in Bye-Laws No.16 will be granted…..on application being submitted giving the reasons necessitating such work provided the applicant agrees to pay all Customs fees and the Port Trust charges, except for Recess periods when no fee/charge will be levied for entry/exist of Export/Import Truck/Vehicles from the Gates.

Note (2) : These charges will not be applicable for Container Operations within area allocated to various Terminal Operators.

GATE OPENING CHARGES FOR EXPORT CARGO

Chrges for keeping the Gate Open for entry of Export Cargo for shipment :

(a) Out side the working hours as enumerated in Bye-Law No. 16 for each period except for Recess periods Rs. 153.00 per consignment
(b) At night, on Holidays or Fridays Rs. 223.00 Do.

Note
(1) Goods for shipment will be allowed to pass in through the Export Gates at KGCC, Juna Bunder, N.M.B. Wharf and other bunders upto 6.30 p.m.
(2) Goods for shipment will be allowed to pass in through the gates at East and West wharves on all days, except Fridays and holidays, and during the working hours enumerated in Bye-Laws No. 16.
(3) Permission to pass goods for export through the gates at the Wharves on Fridays or Holidays or outside the working hours as enumerted in Bye-Laws No.16 and through the bunders after 6.30 p.m. will be granted on a written application made to the Traffic Manager and? Or his Deputy and on payment of the above charges by the applicant in respect of each consignment for each gate through which the goods have to pass, except for Recess periods for which no fee will be levied for opening the gate and allowing entry of Export Cargo.

EXPORT GOODS GODOWN
(a) Charges for opening of Export Goods Godown at night on Fridays or Holidays. Rs. 223.00 per applicant
(b) Outside the working hours as enumerated in Bye-Laws No.16 for each period Rs. 153.00 per applicant

APPENDIX TO TABLE XV

BYE-LAW NO. 16
The working hours on the Wharves and within the premises of the Board, where not otherwise provided for, on all days except on Fridays and Holidays will be as under or as emended and notified from time to time:-

On the Wharves :

I. a) On all days except Friday and Saturday :

First half 7.30 a.m. to 11.30 a.m.
second half 12.30 a.m. to 4.30 a.m.
Recess period 11.30 a.m. to 12.30 a.m.
b) On Saturday
First half 7.30 a.m. to 11.30 a.m.
second half 12.30 a.m. to 4.30 a.m.
Recess period 11.30 a.m. to 12.30 a.m.
c) On Friday :
First half 7.30 a.m. to 12.30 a.m.
second half 2.30 a.m. to 4.30 a.m.
Recess period 12.30 a.m. to 2.30 a.m.
II. Night Work :
First half 7.30 a.m. to 11.00 a.m.
second half 11.30 a.m. to 3.30 a.m.
Recess period 11.00 a.m. to 11.30 a.m.
III. The Clearance of Import Cargo :
(a) All days except Saturday :
First half 7.30 a.m. to 11.30 a.m.
second half 12.30 a.m. to 4.30 a.m.
Recess period 11.30 a.m. to 12.30 a.m.
(b)On Saturday :
First half 7.30 a.m. to 11.30 a.m.
second half 12.30 a.m. to 4.30 a.m.
Recess period 11.30 a.m. to 12.30 a.m.

Note (1) Goods for shipment will be allowed to pass in through the export gates at West Gate, M.I. Yard Gate, KGCC Gate, N.M.B Wharf and other bunders upto 6.30 p.m.

Note (1) (a) To meet emergent conditions, the above timings may be altered by the Board or the Chairman acting for the Board, for stated period, provided, due and sufficient prior notice shall have been given to interest concerned.

Note (2) Holidays recoginized by the Board are as under :-

SUNDAYS 10TH OF MUHARRUM
EID-E-MILAD QUAID-E-AZAM BIRTHDAY
EID-UL-FITR PAKISTAN DAY
EID-UL-AZHA INDEPENDENCE DAY

ANY OTHER HOLDAY DECLARED BY THE FEDERAL GOVERNMENT

Note (3) No work shall be done on the wharves or within the premises of the Board except at Bunker Island, Baba Island and West wharf lightering piers, at night or on the holidays recognized by the Board without permission granted under Bye-Laws No. 17 and on payment of extra charge.

Note (4) Work during the recess hours will be permitted on an application to and at the discretion of the Traffic Manager or his Deputy on payment of fees prescribed in the Schedule of Charges. On no account will be work be permitted during the Night Recess, 11.00 p.m. to 11.30 p.m. except in the case of Container Vessels and those Ships which are nearing completion and due to sail and vessels loading or discharging petroleum or liquid fuel in bulk. Provided in all cases where permission has been granted to continue working during the interval between day and night work and vice versa, Night Work will be considered to have commenced at the expiration of day's work and to have terminated on the commencement of the next day's work.

This Bye-Law is to be read with Bye-Laws Nos. 25 to 28 & 39.
